The Discount Is Mandated, the Amount Is Not Fixed
The statute guarantees the offer but sets only the floor. Carriers file their own discount amounts with the New Jersey Department of Banking and Insurance, and some exceed the 5% minimum. You will not know what your carrier's filed amount is until you ask or submit the certificate and see the adjustment at renewal.
The discount is course-based, not age-based. Completing an approved defensive driving course is the trigger. The course must be on the state-approved provider list, which you can verify through the New Jersey Motor Vehicle Commission or your insurer before enrolling. Most carriers require you to re-submit proof every three years. The discount does not renew automatically. Agents do not always file the paperwork. You submitted the certificate, but the agent never entered it into the system. The discount does not appear at renewal, and you assume you were not eligible. Call your carrier directly and ask whether the certificate is on file and whether the discount is active on your policy. If it is not, re-submit the certificate and request a retroactive adjustment to the renewal date.
