What the Statute Actually Requires
The statute uses the phrase 'appropriate reduction' without defining a floor. Carriers file their discount schedules as part of their rate filings with the New Mexico Office of Superintendent of Insurance. Those filings are not published in a consumer-facing database. The percentage you receive depends entirely on which insurer you ask and what that insurer filed.
The discount basis is age-based: qualifying at 55 or older triggers eligibility. Some carriers layer an additional discount for completing a state-approved defensive driving course, but the age-based reduction is the statutory minimum the law requires them to offer. The course-based discount, when available, is voluntary and varies by carrier.
Most carriers require you to request the discount explicitly and submit proof of age or course completion. The renewal process does not automatically scan your birthdate and apply the reduction. If you never ask, you keep paying the higher rate indefinitely, even though the law required your insurer to make the discount available to you.

Course Expiration and Renewal Cycles
Course-based discounts, when offered, typically require recertification every three years. The certificate you submitted in 2022 may no longer qualify you for the discount at your 2025 renewal. Most carriers do not send a reminder that the certificate is expiring; the discount simply disappears from your next declaration page, and your premium increases.
If your premium increased at renewal and you cannot identify a claims event, violation, or coverage change that explains it, check whether your course certificate expired. Call your carrier, confirm the expiration date of the certificate on file, and ask whether re-enrolling in an approved course and submitting a new certificate will restore the discount retroactively or only apply it going forward. Some carriers apply it retroactively to the current term; others apply it only at the next renewal.
Compare Carriers and Confirm the Discount Before Binding
Request quotes from at least three carriers writing policies in New Mexico. During each quote process, state your age and ask explicitly what mature-driver discount percentage the carrier applies. If the representative does not know, do not proceed with that quote until you have the answer. A quote without the discount factored in is not a valid comparison.

Keep a copy of everything you submit and note the date and method of submission. If the discount does not appear on your first declaration page, call immediately.
