The Discount Mandate Most Veterans Never Use

California law requires the discount, but it does not require carriers to tell you about it. The statute says insurers must offer an "appropriate percentage" reduction to qualifying drivers. That percentage lives in each carrier's rate filing with the California Department of Insurance, not in your policy documents. Most veterans assume their clean record and years of experience already earn them the best rate. They do not. The course requirement is not a formality. California-approved defensive driving courses cover current traffic laws, collision-avoidance techniques, and age-related vision and reaction-time considerations. Completion takes four to eight hours, depending on the provider. Once you finish, the provider issues a certificate valid for three years. You submit it to your carrier, and the discount applies at your next renewal. When the certificate expires, the discount disappears unless you renew the course and resubmit.

How to Confirm Your Carrier's Discount and Compare

Many veterans aged 65 and older own paid-off vehicles. No lender requires collision or comprehensive coverage, so the question becomes whether the premium justifies the potential payout. If your vehicle is worth less than ten times your annual collision and comprehensive premium combined, dropping both and banking the savings often makes more financial sense than continuing full coverage.

Liability coverage is not optional. California's minimum limits are $30,000 bodily injury per person, $60,000 per accident, and $15,000 property damage. Those minimums protect the other driver, not your assets. If you own a home, have retirement accounts, or carry significant savings, an at-fault accident can expose everything above the policy limit. Veterans with assets should carry $100,000/$300,000 bodily injury and $100,000 property damage at minimum. The incremental premium cost is small relative to the asset protection.

Medical payments coverage overlaps with Medicare but pays immediately without waiting for Medicare processing. If you are injured in an accident, med pay covers your deductible, copays, and any treatment Medicare does not. It is not redundant; it is gap coverage. A $5,000 med pay limit costs $30 to $50 per year and eliminates out-of-pocket costs after an accident.

Low-Mileage Programs and Telematics for Retired Veterans

If you no longer commute and drive fewer than 7,500 miles per year, ask your carrier whether they offer a low-mileage discount. Some carriers reduce premiums by 10% to 20% for drivers who certify annual mileage below a threshold. Others require periodic odometer verification or telematics enrollment to confirm mileage. The discount is not automatic; you must request it and provide documentation.

Telematics programs track your driving through a smartphone app or plug-in device. They measure hard braking, rapid acceleration, speed, and time of day. Veterans with smooth driving habits often qualify for discounts of 10% to 25% after the monitoring period. GEICO, Progressive, State Farm, and Nationwide all offer telematics programs in California. Enrollment is voluntary, and you can opt out if the discount does not materialize. The monitoring period typically runs 90 days, and the discount applies at renewal if your score qualifies.
