The Discount You Earned but Never Received
You completed a state-approved defensive driving course because your neighbor said it would cut your premium. You sent the certificate to your agent three weeks before renewal. The new policy arrived and the rate went up anyway, with no mention of the discount you qualified for. You call the agent and they say they will look into it, but nothing changes at the next billing cycle.
This is not an isolated mistake. Maryland Insurance Code §19-512 requires every insurer writing auto policies in the state to offer a mature-driver discount to policyholders who complete an approved course. The law guarantees the offer but does not fix the percentage. Each carrier files its own amount with the Maryland Insurance Administration, and most carriers do not apply it automatically when you submit proof. You have to ask, verify it was applied, and ask again at every renewal because some carriers require re-enrollment.

Required
Maryland Insurance Code §19-512 mandates that insurers offer the discount to drivers who complete a state-approved defensive driving course. The statute does not specify a percentage; carriers set their own amounts by filing with the Maryland Insurance Administration.
Maryland Insurance Code §19-512
What the Law Actually Requires
The statute says insurers must offer the discount. It does not say they must apply it without being asked, and it does not say how much the discount must be. The percentage is buried in each carrier's rate filing with the state regulator. Some carriers apply 5%, some apply 10%, and a few apply more for drivers who maintain the certification across multiple renewal cycles.
The course itself must be approved by the Maryland Motor Vehicle Administration. Not every defensive driving course qualifies. The MVA maintains a list of approved providers, and if your course is not on that list, the carrier will reject the certificate even if you paid for it and completed it. Most carriers do not tell you this until after you submit proof.
The discount applies only while the certificate is valid. Most approved courses issue certificates that expire after three years. If you completed the course in 2022 and your certificate expired in 2025, the discount stops at your 2025 renewal unless you complete a new course and submit a new certificate. Carriers do not send reminders when your certificate is about to expire. The discount disappears and your rate increases, and most drivers assume it is normal age-based pricing.
The blocker is procedural: you qualified, you submitted proof, and the carrier never applied it because their system requires a second request or a specific form you were never told about.
How to Verify the Discount Was Applied

Request a copy of your policy declarations page after the renewal processes. The declarations page lists every discount applied to your policy by name and shows the premium before and after each discount. If the mature-driver discount does not appear by name, it was not applied. Call your agent or the carrier's customer service line and ask them to apply it retroactively to the renewal date. Most carriers will backdate the discount if you can prove you submitted the certificate before the renewal.
Ask the agent what percentage the carrier applies for the mature-driver discount. Some carriers apply a flat percentage; others tier the discount based on how long you have held the certification or whether you bundle it with other discounts. If the agent cannot tell you the percentage, ask them to check the rate filing or escalate the question to underwriting. The percentage is not a secret, but most agents do not have it memorized and will not look it up unless you ask directly.
State-Approved Course Providers and Enrollment
The MVA does not run the courses directly. Approved providers include AARP, AAA, and several online platforms that offer the course in a self-paced format. The course typically runs 4 to 8 hours depending on the provider and can be completed in one session or split across multiple days. Completion generates a certificate with your name, the course completion date, and the provider's MVA approval number.
Verify the provider is on the MVA's approved list before you enroll. The list is published on the MVA website under the Driver Wellness and Safety section. If the provider is not on the list, the certificate will not qualify for the discount no matter how much you paid for the course. Some online providers advertise Maryland approval but are not actually on the MVA list. Check the list first, then enroll.
Submit the certificate to your carrier immediately after completion. Do not wait until renewal. Some carriers require 30 days advance notice to process the discount for the upcoming renewal cycle. If you submit the certificate two weeks before renewal, the carrier may defer the discount to the following year. Ask your agent what the carrier's processing window is and submit the certificate early enough to meet it.
Maryland Bodily Injury Minimum Per Person
$30,000
Maryland requires $30,000 per person, $60,000 per accident bodily injury liability, and $15,000 property damage. Seniors with retirement assets often carry higher limits because the state minimum does not cover the full exposure in a serious at-fault accident.
Maryland Insurance Code §17-103
Coverage Fit for Paid-Off Vehicles and Fixed Income
If your vehicle is paid off and worth less than a few thousand dollars, collision and comprehensive coverage may cost more over two or three years than the vehicle's replacement value. This is a judgment call, not a rule. Some seniors drop collision and comprehensive on older vehicles and keep liability, uninsured motorist, and medical payments coverage. Others keep full coverage because they cannot afford to replace the vehicle out of pocket even if it is worth less than the premiums.
Medical payments coverage and personal injury protection overlap with Medicare for seniors involved in accidents. Medicare is primary for medical bills, but PIP pays immediately without waiting for Medicare processing and covers some expenses Medicare does not, such as lost wages for seniors still working part-time. If you are fully retired and on Medicare, PIP may be redundant. If you are semi-retired or have a spouse who still works, PIP fills the gap before Medicare processes the claim.
What to Do Right Now
Pull your current policy declarations page and check whether the mature-driver discount appears by name. If it does not, call your carrier and ask them to apply it retroactively if you submitted the certificate before your last renewal. If you have not completed an approved course yet, verify the provider is on the MVA list before you enroll, complete the course, and submit the certificate at least 30 days before your next renewal. Ask your agent what percentage the carrier applies and confirm the discount appears on your next declarations page. If the discount still does not appear after you submit proof and follow up, compare quotes from carriers that handle senior profiles well and apply the discount without requiring a second request.
